The international social security convention is an agreement signed between the State of Israel and another country. Its purpose is to to guarantee the social rights of all newcomers from one country to another, and also avoid double payment contributions for Israelis living and working in Israel abroad.

Countries that have signed international social agreements with Israel

Great Britain, Netherlands, France, Belgium, Austria, Germany, Sweden, Switzerland, Denmark, Finland, Uruguay, Czech Republic, Norway, Bulgaria, Slovakia, Romania and Italy, as well as more limited agreements with Canada, solely to avoid double payment of national insurance contributions.

To whom do the agreements apply?

The agreements apply to Israeli residents and citizens of the above-mentioned countries, as well as to their family members.

Each agreement details the various areas of national insurance included.

Extended agreements generally cover most areas of old-age, surviving spouse, general disability, workmen's compensation, family allowances and maternity insurance.

What rights are included in the agreements?

1. The right to receive benefits in Israel for persons living in a country with which an agreement has been signed.
2. The right to receive benefits from a country with which an agreement has been signed for a person living in Israel.
3. The combination of insurance periods in both countries to enable entitlement to benefits.
4. For a person who has suffered a work-related accident, immediate medical care and coverage of hospitalization costs, according to the instructions detailed in the agreements.

Avoid double payment of insurance premiums

An Israeli resident living in another country and insured there is generally required by law to pay insurance premiums in that country. On the other hand, he or she is obliged to pay insurance premiums in Israel, even during the period he is abroad. Convention arrangements are designed to avoid this double payment.

An Israeli resident leaving for a country with which Israel has an agreement will pay his insurance contributions only in one of the two countries, in accordance with the law that applies to him.
Health insurance is not included in the conventions : an Israeli resident living abroad must continue to pay health insurance contributions to the Israel National Insurance Fund. Le Bitouah Briout.
